Hi Steve, I've done head-to-head comparisons between Genuine Fractals (3.0), pxlSmartScale, Fred Miranda's SI plugin, PS Bicubic, Lanzcos and probably a couple I've forgotten. My testing has led me to the conclusion that small incremental steps in PS is as good as or better than anything else out there. There is some disagreement as to exactly what the increments should be, but good 'ole PS Bicubic will get you where you need. If you want a more automated solution, take a look a Fred's SI plugin.
