John, For matte papers I like Lascaux Fixativ. It decreases the dmax considerably less than the ones you mentioned. However, I don't know if it will do any better job with respect to rub-off. I'm speculating, but I'd guess that some other paper would have less of a problem. That PhotoRag surface seems to be a sensitive one. PremierArt 205 is dual sided. By the way, although I'm not familiar with the PhotoRag dual sided paper, with most I've used the concave side is not as smooth as the convex side. I know Somerset and Concorde Rag have the coating more down in the paper, but they aren't dual sided and would probably transfer blacks anyway with the sprays that I've been using.
