Digital BW, The Print

Now I am confused.  I apply the final the final unsharp mask filter 
just before printing, i.e. AFTER downsampling the image file.  
However in the recent "computing power" posting John advises to do 
it before downsamling.  Was I doing it wrong all this time?  What's 
the consensus?
