I use a combination of Elements 2.0 and The Gimp (adds the ability to decompose, and to work with curves). I use a couple of other tools as well, PixInsiteLE and Polaroids Scratch and Dust Remover. PSE is good for colour casts, and sharpening, gimp is good for high-end manipulations, PixInsite is good when you don't have enough resolution (it's a good interpolator), and PSDR is good for when ICE isn't available, though it's far from perfect....
