I have all my profiles, inlcuing QTR-Gray Lab in the following location: WINDOWS\SYSTEM 32\SPOOL\DRIVERS\COLOR, and am able to get to QTR-Gray Lab from both the 'Edit>Color Settings' and 'Image>Mode>Convert to Profile' dialogs. I am using XP Home Edition and would expect it uses same setup as XP Pro. Let me know if this helps.
