QTR runs on the back of Gimp from which, I believe, this list derives.  Just
use Matte unless a QTR curve's readme directs you to do otherwise.  The
person who designs the curve does so with a selected media setting (usually
Matte Paper).  As such the curve is calibrated for that setting.  If someone
wrote a curve for Velvet they would likely calibrate the curve using the
Matte Paper setting.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
