Although they imply whiteness on most commercial packaging, I believe it is a measure of "brightness" regardless of true color. I have held some of the papers side-by-side that have the same ISO numbers, but appear to be different shades of white. Some of "whiteness" will depend on the lighting and OBAs. I check white in pure sunlight or an Ott light. Flourescent has that green cavity and incandescent will warm the appearance of the paper.
