They are plugins so you must extract them from you zip and then copy or move them to your plugin folder in PSCS--like this C/programs/Adobe/PSCS/presets/photoshop actions. Then--you need to go to your action palette and click on the small arrow at the right, choose 'load actions' and browse to the action folder and click on okay.
I liked them best when I duplicated layers and applied the sharpening but would then mask out in areas where I wanted less sharpening OR used the opacity of the layers to apply the sharpening.
