Linda, as Paul pointed out, it's Filter -> Sharpen -> Unsharp Mask ...in Photoshop...CS, 7, and Elements2. I suspect it can be more effective to apply USM after gaussian blur, rather than using smart blur in some situations, but I have to test that idea further. You may want a very low USM threshold, like 8.
