Sounds like you already ruled out all the things you could. The new 
CIS is the problem. Most likely not enough suction to raise the ink 
up to the head. Try raising the bottles by about 1 inch (2.5 cm), and 
then try another inch if that doesn't work. After that, send the 
carts back for a refund. Then contact Ink Republic and see if they 
offer anything for that printer.
