Digital BW, The Print

I am using QTR to tone and, whereas the tone used to be perfect, it is now  
extremely
heavy and muddy.  I am using the same tone formula and same paper.  I've 
tried experimenting with the ink limit and gamma adjustment sliders with no  
success. 
Is there a way to hold back the heaviness of the tone ? Or is this a  
hopeless case ?
