I think the time is right for open-source color management and profiling tools. Little cms seems like it has a lot of the pieces, but is lacking drivers for most instruments. The drivers should be fairly simple, and I'd love to write one. The problem is getting specs for the instruments. I suspect it could also be done by just using the instrument with the manufacturer's driver, snooping the USB traffic, and reverse-engineering the protocol. But the reverse-engineering is of questionable legality in the US.
