Steve, sorry to break this to you, but the NSC has been doing this for several years. Congress said they wouldn't fund it, got that formality out of the way, then did fund it through backdoors. NSC simply contracts with private vendors, much cheaper. As well, Google's been doing it for a year now...certainly through Gmail accounts (condirice@...) because they stated that openly, but almost certainly through the Google browser.
