Actually, I-View Media pro lets you do that. In preview mode if the image has multiple layers you get a little floating palette that lets you view the image one layer at a time. I have never found this particularly useful but it is there if you need it. you can get a demo version at http://www.iview-multimedia.com/ I find this to be perhaps the best desktop database for single user image management.
