I am not unfamiliar with the function of sticky tape, however I noted
Paul Roark referencing that he used tape in addition to the plugs.
Thus I wonder if there is an internal pressure function in the
cartridges which should or must be maintained and with out the solid
sealing plugs, there would be two apertures which could inflow
exterior air. 

MIS has the plugs unavailable for purchase, as per my URL, in the
post, my impression was that they would not free up any separate
plugs, if they are not going to sell them at this time.

In earlier years (and particularly with CFS CIS units) this was
apparently important. Also I note that the sticky tape that I did
immediately put over the plug hole, as soon as the plug went down the
drain, permitted ink to come out of the plug hole.

Why would plugs, of various types, be used at all if tape would do the
trick. Anyway, I was looking for alternatives until MIS could supply
more plugs.
