Found this blog, which says that basically the NPS will start  
charging photographers for
"commercial still photography".

Just an FYI, since it is possible that some members of these groups  
could be affected.
If you have an opinion about this, contact the NPS chief (link in the  
blog above), and also
your Congresscritter.
