My guess is that for most paper makers it's too much extra burden to maintain another product line (production runs, packaging, labor costs, etc) for such a small difference in size compared to 13x19. They may also figure it would result in a drop in net revenue instead of increase, because rather than attract new customers, a certain percent of current customers would opt for the smaller package. I don't see this as evil intent, but merely trying to stay alive in a highly competitive market by supplying what the printers are designed to handle. What I'm not sure of is the origin of the 13x19 size. It's only a guess, but it allows a 1/2" margin around a 12x18 image, of which the 2:3 ratio matches the 35mm and DSLR image ratios.
