I suspect MIS will have all in bottles only at first.  I think they're a bit
overwhelmed with the inventory requirements of having all in carts.

People can, of course, load carts.  The new vacuum loading technique I've
been using seems to work very well.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
