  I am not getting good results with FAP. Perhaps it is the media setting
  that I am using with an Epson 4800? I am using the Premium Luster (250)
  setting. Which media setting would be recommended for this paper?

  Yes, That happens to me too. I have dry mounted the prints for
  exhibition and my work around was to leave a very small edge of white
  around the image to hide the flaking. Don't suspect there's a good way
  of cutting a black cleanly and having it not be a ragged edge. Just the
  nature of the paper.
