Be sure to read my post in light of my previous post that gave the formula and limits to dilution. I was diluting with about 60% of my mix (3 parts glycerol to 4 parts water) and 40% UC ink. At that dilution the UC ink appeared to have enough of all the other "stuff" to work fine. The Photo Flo (which does have a bit of alcohol in it) in minute amounts might be a good wetting agent, but it did not change the performance of the inks with the dilutions I was using, as far as I could tell in my experiments. So, I just dropped it. When I tried to determine the amount of Photo Flo that would be appropriate (which would take some digging through my files), I recall that is was a very small amount.
