Whoa! I can't speak with authority for Fine Art or Placemats, but I was an architectural signage designer for 15 years and can tell you there was no industry standards with regards to lighting. From Incandescent to Flourescent to Sodium Vapor to Neon and everything in-between, it was about what looked good. There just weren't any standards. I know some people on this list see themselves as experts in everything, but lets try to keep the BS to a minimum and stop pulling facts out of mid air.
