I have worked in the field of color management for a decade, and had dozens of clients in the signage field. I agree that what lighting signage ends up under totally uncontrolled... but the proofing light standard used for signage has been pretty well agreed upon for many years, and is getting codified along with other graphics arts usages at D50.
