Walt. . .  the EEPROM and Timer IC reset did the trick! You just saved me
$400 for a new-used printer. Much appreciated.

In case anyone else runs into this, here's what happened. 

My waste ink counter hit the limit. I was able to make one print before the
flashing lights would start (on print #2) and then I would need to cycle the
power. I could then do the same all over again (one print only). I searched
the net for the reset sequence and one suggestion was to use the SSCserve
utility. I did this and it appeared that I had successfully reset the waste
pad counter (in fact I had). However, doing that messed something else up.
Now I could not even get a single print out. The flashing lights appeared
the same roughly, but now I was getting a fatal error.

I purchased and downloaded the 2200 Service Manual and ran Epson's utility
to re-reset the waste pad counter. Indeed it was fine, but now I was getting
a fatal error. This was getting into the wee hours last night and all I
could see were hardware issues that would cause this. However, I did wonder
if the SSCserve utility had created a new problem.

I ran the EEPROM and Timer IC reset using the screen shot that Walt sent and
I'm back in business, first try. Now all I need to do is deal with the rash
of nozzle clogs I've been getting, but that's another problem.
