I've been using 3m Vac-U-Mount Adhesive for years. Here is what 3m says about it: "Formulated for use with a vacuum frame system for mounting lithographs, photographs, screen prints, maps, certificates, fabrics, and more. Bonds permanently without discoloration, cracking, or bleed through. Requires no heat. Ideal for mounting black and white and color photos quickly, easily, and permanently. Also ideal for bonding common art materials such as Cibachrome prints, resin coated (RC) photo papers, clay-coated papers, newsprint and fabric. Extended open time (up to 10 minutes) allows you to spray and bond even the largest materials." You do need a vacuum table to bond it. Never have seen anyone claim to have seen discoloration from it.
