Yes it can. Many glass cleaners have ammonia in them and you should at 
least wait before closing up valuable art in a frame with it.

I was framing some prints yesterday and the glass had been sitting 
around for a while and wasn't too clean - so I sprayed what in the USA 
is called Windex and over here is called Mr Muscle Glass Cleaner - which 
did the job.

But then I wondered, could any outgassing from this product affect print 
life once the print is framed?
