Greg, I believe you are correct. My Epson R2400 was recognized the transparency film even without the strip, but the print with the strip came out much better, without banding. My educated guess is that--at least on this printer--the strip lets the printer get a better grip on the film and there's no "wiggle room" that was causing the banding.
