I understand the 17"x22" size is simply 4 times the area or twice the linear dimensions of the standard 8.5"x11" US letter size paper. The fact that it accommodates a 16"x20" image is coincidental. Almost all of the sheets papers which are 17" wide are 22" long - but there's one exception that I'm aware of (there may well be others) and that's the Harman FB Al which is 25" long. As someone pointed out, making it the ideal aspect ratio of 2:3 35mm film format images printed at 16"x24".
