MIS thinks it is safest to have a cleaning-flushing cart middle step. While you'll probably never get all the old ink out of those old carts, I might flush those good with distilled water and then use them as the set of cleaning carts. I'd probably just mix some of my generic base (35% glycerol, 10% Photo Flo, remainder distilled water) to use as the flushing solution.
