This is all from a distant memory, however: - The Create ICC function merely creates a profile from a set of readings that you give to it. The readings are made from a grey step tablet that you print through your system so the ICC created will reflect your set-up. What it won't do, unless I remember incorrectly, is allow you to soft proof any toning that is present in your inks, ie it is a greyscale only so whilst it will help your client to adjust his file so that it prints as he expects on your printer, it will not represent on screen what the finished print will look like. I'm sorry but its a long time since I used this function so my memory may be a little hazy! Still I hope this is of some help. Why not ask on the QTR Group or check with Roy Harrington directly - I'm sure you will get some better informed answers. But how would that reflect what my setup is, and where would you use it in Photoshop?
