Must be NSA flagging of some sort:)  With Safari I see variations of them in emails that I know are composed on non-Qwerty keyboards with both OS X and Windows and I see them browsing with Safari on Windows centric websites.  Maybe something akin to OS X created spaces in file names showing up as % in Windows.
