The MSDS (Material Safety Data Sheets) are a very good way to find out what things are.  Here is the guts of the Kodak Photo Flo 200 MSDS:

Photo Flo 200 is 60 - 70% water, 25 - 30% propylene glycol, and 5 - 10% a proprietary surfactant.

Some of the nice things about Photo Flo 200 are that it's readily available and has been used with imaging substrates for years.  The glycol is a significant part of the ink base, and PF200 is a convenient way to get it.
