I have posted a Word file from Jim Hayes laying out his procedure for vacuum filling empty inkjet cartridges. There is a huge amount of info and good advice in there. So if you are filling cartridges or thinking about it you really should read this.

Also in the same section is a picture from Tiger Shark of the connectors in an Epson printer that make contact with the cartridge chip. This shows what one looks like after having been bent and then repaired. Watch out for these guys! I have trashed them on two printers by being dumb enough to install cartridges without chips installed.
