Digital BW, The Print

I've been experiencing an odd "blotchiness" in the 50%-75% range when 
using the NW curve for the 1270 (especially on Somerset Velvet 
Enhanced).  Immediately after printing, the botchiness looks horrible 
and then after a day of drying improves a little.  Does anybody have 
any idea what is causing this and how to solve it?

Also, do all the inksets experience a "Dry Up" phenomenom, instead of 
the usual drydown we're used to in the wet darkroom?
