First, under the "Color Filters" option of the "Filters Unlimited"
filter pack / filter management tool is one called "Greyscale" with user
settable options, under "Colors" is one called

I HEARTILY recommend the tool, it's gotten my filters under control..
Then, there is one called "Weighed Greyscale" as part of the "Unplugged
Package" at:

make sure you use the "Photoshop Compatible" link..
The standard PhotoShop version link can be imported into Filters
Unlimited if you decide to use that package...
Next:
The Grey Filter in "ColurWorks"

"Cytopia's" "PhotoOptics" set contains, an AWESOME Monochrome filter:
