Here is a quick and effective technique, though not a plugin.  After you
have sharpened the image, apply the PS dust and scratches filter with an
extreme setting, such as 4 pixels and a threshhold of 8 or so.  Save it as a
snapshot, then delete it.  Using the history brush from the snapshot, set to
darken or lighten as appropriate, and a smaller soft brush, you can very
quickly get rid of dust and other boogers.  Beats the clone tool.  Hope this
helps.

Polaroid makes a free dust and scratch removal tool that is available 
both as a standalone program and as a PS plugin. It handles both 
light and dark spots and is very effective, especially with small 
spots. I don't know the URL offhand, but you should be able to 
easily find it with Google if you search for "Polaroid Dust and 
Scratch Removal."
