I've had similar problems using 10.2.8 and my 1200.

It seems that to get the print center to see the printer I must unplug 
the USB cable and re-plug it. Then I can communicate with the printer 
until I restart the computer.

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
