Or they are selling the older  'Educational" versions  which are much 
lower proceed to start with. The catch is you can not upgrade the 
educational versions. If you happen to know a college student however, 
you can usually save close to 1/2 or more off software costs by letting 
them buy your software through the school bookstore or faxing in their 
student ID to the company in question.

With PS you can upgrade with new versions, but you still have a 
student license and technically cannot use the software 
profesionally.  As far as I know there is no student->commercial 
license upgrade.

The ED versions cost about the same as the up-grade. Though "legally" 
eligible, I've never been asked for proof of affiliation to an educational 
institution when purchasing.
