If you also mean the Photoshop scratch file, you can set it in the
"Preferences"

I am on a PC, Windows XP-Home OS. How can I assign the page file and
print file to a separate hard disk? Obviously you need a scratch disk
but how do you assign these files?

And the windows pagefile you set in 
Controlpanel/System/Advanced/Settings/Advanced/Virtual memory/change

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
