It might help if you told us what kind of printer it is. The
all-lights-flashing symptom sounds like an Epson, in which case you should
be able to push the carriage over by hand, with the power off.

It is an Epson 7000 and it moves an inch or so but something is stopping it at that point 
and I can't get to the left side of the head to release it.

I had a similar problem with a 1280, but I have no idea whether its 
relevant to your printer.

There's a cylindrical brass bushing in the print head housing which 
slides along the horizontal shaft.  In my printer, the bushing came 
out of the plastic housing and blocked the print head from moving all 
the way to the left. I took it to an Epson repairman who pushed the 
bushing back into the housing, after which it worked. He tried to 
glue it to the housing, but this didn't work, and I had to push it 
back in when the problem recurred.

Thanks Evan,

I believe this the issue too. My problem is that I can't get to that bushing now that it is on 
the other side. I guess I will have to dig into the manual.

I had/have occasional problems on my 1200, the print head would stop in 
the middle of the travel on powerup it turned out to be accumulated dust 
  in the brass bushings. I cleaned it using a drop WD40, (generic 
penetrating oil) in a small syringe and then using the tip of the 
syringe to clean out the debris. It's worth checking the visible side to 
see if that is the case.

The bushing coming in the first place sounds as though there may have 
been somethng for it to jam on as it travelled along the horizontal 
shaft. There has to ba a little bit of clearnace there for it not to jam 
and if dust gets in and accumulates it will jam eventually.
