I think the more filters the better. I have even heard that the CIS may not have the same filter as the Epson carts. That might be letting too-large pigment particles through to the heads -- which could be the cause of clogs with Piezo. With the large format 7000, the lack of the filter in the cartridge makes the damper the first line of defense. Guess what -- at least one person has had seriously clogged dampers with the Piezo inks. Perhaps good filters in an external feed system for the 7000 could save it from such damage.
