Solvent or water-based sprays for UC inks?

Hello, having read Livick's article http://www.livick.com/method/inkjet/pg1.htm advocating the use of ClearShield spray or liquid, I've contacted the local Clearstar supplier. They told me that for Ultrachromes you can't use a water-based spray and have to use solvent-based ClearJet, not ClearShield, which Livick recommends. I've found Ultrachromes to be water resistant so wonder if she's right. Livick's site doesn't say what inks he's using so that's no help.
