Sounds like the ink pad counter is getting close to replacement, this was the problem with my 2400 and there is a reset program.

He helped me get the 2400 going and I have since installed his CIS with super results. Both color and monochrome (b&W, sepia, warm  etc)

  I'm getting a message on my epson 2200 saying parts in my printer are
  nearing the end of their service life and that I should contact my
  service person to replace them. The printer seemed to be working fine,
  but this message disables my ability to clean heads- possibly other
  functions as well. Is this for real or just a way to sell parts. Is
  their a way to circumvent the blocking of features even if I actually
  do have to replace parts.

Be careful with the reset program, I used it even
though the printer was still working, and now the
priter is "kaput".
