Changing the ppi changes the print size (via resolution) but resampling keeps the ppi constant and interpolates - adds or subtracts - pixels.
I would imagine that downsampling would keep the image quality the same as the larger file (made for a larger print version) ... although resharpening might then be ideal if you are downsampling a lot. But, if Photoshop just ups the ppi, then (as Qimage does) the image may appear slightly sharper than it would if it was downsampled as (to the best of my knowledge) the Epson driver sends an upsampled 740ppi file to the printer from your 300 or 360ppi file.
If the image is resized downward by increasing the ppi that would be preferable in my opinion.
But ... is that what it does?????
