The Ilford Galerie Smooth Pearl I've used is a "glossy" paper that 
requires PK.

I don't know this paper, but you have to try and understand the terms.

First, it's "Photo" - usually gloss resin type.
 Second, it's Pearl - an attempt to tone gloss down.

I'm using up some Kodak Pearl that is a far cry from matt. I only have Quadtone (MATT inks) inks and they come out "good" on my Pearl.

this particular paper is not the galerie paper.

i'm never quite sure about papers with the pearl, luster, satin, and 
semi-whatever finish designation.  i'm guessing they all fall under 
glossy (with maybe the exception of semi-matte) but i'm not 100% sure 
whether to use gloss optimizer or not and whether to use PK or MK on 
the K3 inks.

The Epson Gloss Optimizer for the R1800 & R800 is a clear ink that may 
have clear acrylic particles in it but is, by weight and not counting 
the water, mostly glycerol.  It basically fills in between the color 
pigments so that bare paper does not show through, helping to eliminate 
gloss differential and some of the other reflective artifacts that have 
plagued glossy digital printing.

The MIS Gloss Optimizer is essentially the glossy base with no 
pigments.  It can be used the same way as the Epson version, but we are 
also using it as a clear coat.  A post-printing spray like Premier Art 
Print Shield has been the best way to eliminate the glossy artifacts 
and protect glossy prints, but a number of us are experimenting with 
Gloss Optimizer (often referred to as "GO" or "Glop") as a coating for 
glossy prints, running the print through the printer a second time to 
apply an even, clear over coat.  This often increases the dmax and 
eliminates most of the artifacts. At this point I still consider it an 
experimental workflow, but some of the results are very good so far.

what kind of effect do you get applying Glop to matte papers?

how does one set up a print job to do this second over coat of Glop?

with the Epson R2400 I use the luster setting and get fine results.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
