AFAIK, the difference is, that the filter frequencies and edge steepness of the bandpass filters in a graphic eq are fixed, whereas on a fixed formant filter, you would have control over resonance and frequency (but no voltage control, so it is a "fixed formant filter", because you cannot dynamically change the frequency of the bandpass). As for formant settings: there are lists on the internet where the formant frequencies of different acoustic instruments are listed.
