In older circuits indeed variable capacitors are used (open versions with multiple discs that change the overlapping range while the tune knob is operated). But in newer designs I have seen variable resistors as they can be manufactured much cheaper (e.g. the TEMIC FM tuner 1890). But please don't me ask details. That's not my field of knowledge.
