Yes that is exactly what is to be expected: The Lin-FM input realizes a change of the input voltage, so the pitch will change too; but then the input voltage stays the same: it is a DC; this will be "removed", the pitch of the VCO slides back to the original tuning. BTW: I drew the schematic wrong.
