This normal. You should see it this way: the gain knob controls the 'opening' of the VCA together with the control voltage at the cv input. In your case this is an envelope which is most commonly a positive voltage, so putting the gain at 0 is a good setting. Try putting the gain knob at 12 hrs and plug in an LFO using the sine output or triangle output.
