yeah, what is up with those "brokers" anyway? twice within the last year i've shipped gear by ups from the us to the uk (modules to a fellow group member, and a 727 as a xmas present for Ceephax) and both times we got stung both by extra (and supposedly unnecessary) fees as well as repeated delivery snafus (the 727 was especially trying; after over a week of failed delivery attempts Andy finally had to go to the ups office and get it in person!)
(and sorry yet again for going a bit tangentially off-group-focus, but i've only just discovered this "uk shipping broker middlemen" thing and am all "wtf?!"... ^_^ )

Some shippers (UPS) send everything through a broker and you pay those fees even if it has no import taxes.  (I got charged brokerage fees for importing original art from a college student though that class of goods is exempt.
