"Comb filter" effect can be achieved either by an allpass filter (which is used also for phaser) or by a delay. Both do similar but technically not identical effects. BTW: Paul Schulz mismatches the cause and the phenomenon: The "comb filtered signal" is the phenomenon; the cause is the mix of a delayed or allpass filtered signal with its original signal.
